Changing ownership of motor vehicle in kerala - New rule

Recently kerala motor vehicle department have introduced new rules for changing ownership which helps to reduce seller responsibilities.
The major steps to change ownership are;

•  To change ownership, an online application should submitted through registered RTO and fee should be paid.Link-->> https://smartweb.keralamvd.gov.in/kmvdnew/services/vehicleservices/vehiclehome.php

• The list of documents to be submitted on RTO office:-
  RC book
  Printout of online application
  Printout of fee receipt
  Self attested copies of insurance and pollution
  Signed photo of buyer
  Copy of buyer's address which is attested by a gazetted officer

• Seller's RTO will send necessary documents to buyer's RTO office and new RC book will be delivered to buyer.
